Virginia Decriminalization and how it pertains to cultivation.

Virginia recently passed a bill decriminalizing marijuana. Governor Northam is expected to sign off and the bill will go into effect July 1 2020. Does anyone know if growing plants at home would carry the lesser citation like simple possesion will? I dont grow atm but definitely want to.
