Schedule I substances

I know a lot of legal arguments have been made in order to legalize marijuana, but I just thought of another avenue, and I was wondering if this has any merit.

I don't think the bud of a flower continues a substance. Thus is can't fall under our scheduling system.

Does anyone know our legal definition for a substance?

Surely, bees aren't gathering pollen off of unscheduled substances, amiright?
