Question to Louisiana Ents..

I went to the Ra Shop today and on the door it says something along the lines of “Must be 21 to buy tobacco.” Does this mean if I’m under 21 I can still buy things like bongs and pipes? Or Am I wrong? I know they changed the law federally but I’m not sure if it applies to glass also.
