Question regarding caregiver cultivation - Arizona

I'm curious if anyone has some knowledge that I am missing regarding caregivers in the state of Arizona. I'd like to cultivate some medicine for a qualifying patient but both of us live within 25 miles of a dispensary. According to FAQ's I've read, the qualifying patient must live outside of 25 miles in order for a caregiver to produce. It's difficult to not find a dispensary unless the patient is in the middle of the sticks. Does anyone know if there is any expectation or other way to cultivate medicine legally?
