These products need to be carefully worded in order to not make health claims.
Just like with vaping the FDA seems ready to swoop in and ruin everything.

There is a difference.
A BIG difference.

Only about 15% of the population use nicotine.
That makes it much easier for them to get a majority to go along with whichever draconian laws they propose.

With CBD they are going to have a lot more trouble scaremongering people back into prohibition.
They aren't even going to be able to keep THC federally illegal the way things are headed.

I think this comes down to health claims. Getting into the industry gave me a big education. You cant make medical claims like "It Cures xxx" or "It Helps with XXX". However you can give all the personal and customer endorsements you want.

So basically the people using CBD aren’t going to just stop or go back to BP drugs, because the FDA doesn’t like it. Unlike those people who believed what they and the CDC were spouting about “e-cigarettes” being deadly etc.
